Doctor Who For Hobbit Role?

The seventh Doctor Who, Sylvester McCoy, has been rumoured to be in the running for a role in Peter Jackson's The Hobbit.
Now in an interview with a regional Scottish newspaper, the Dunoon Observer (via The One Ring), McCoy himself says he is in contention with another actor for one of two wizard parts in the film. “I am being cast in The Hobbit. We’re currently in negotiations – there are two of us under consideration. It’s not the Bilbo role, but could be bigger” says McCoy.
We're not sure how a role could be bigger than Bilbo in this, but many speculate that he could be referring to Radagast the Brown, a wizarding ally of Gandalf the Grey's (to be played by Sir Ian McKellen).
Radagast would likely have an expanded role for the two-part story, being an expert on flora and fauna and residing to the west of Mirkwood, where some of the tale takes place.
